Intelligence Report.

Developments reported in my telegrams of

April 5th and April 10th have led to conference

at Tientsin between military governors of Fengtien, Chihli and Hupel (Hankow) which Premier is attending.

Conference is still (group undecypherable )ing but definite results are impossible in view o^ opposition of military leaders to the disbandment as the essential preliminary solution of present financial difficulties which must otherwis inevitably result in fresh commitments to Japanese creditors or admission of bankruptcy.

Questions of monopoly of Canton and New Parliament have been discussed, but all these are subordinate to the problem presented by provision of funds to meet
